If you're on a shoe string and don't want to spend a penny on making a website then this is the option for you. However I should point out that you won't actually own your website with this method.

You need to go to wordpress.com and then click on the link at the right hand side that says "sign up"

Then from there you choose the name of your free website and away you go. There's nothing wrong with having a free wordpress blog but you will never actually own the website.

This is because your site is hosted on a sub domain of wordpress, for example: mywebsite.wordpress.com

Once you have your free blog you can customize it however you want and as far as I'm aware you have all the features you would have if you had a paid blog like I discuss on the make a website very cheaply page.

Also you should be aware that you will find it very easy to write your website with wordpress and making the site easy to navigate around is also fairly simple.

However you will find it more difficult to effectively customize your sites, especially the left hand and right hand panels of the site.

From my brief understanding you need to know about coding/programming or pay for someone to professionally design things for you which starts to defeat the object.

Wordpress is the most powerful website creation tool in the world, if you know how to use it to the full potential, but I personally believe that XSitePro is a better solution for anyone with a beginner-intermediate level of experience.

I should also point out that wordpress is no the only place where you can make a free blog, there are plenty of other places.
